  • Initiative led by ABR mobilizes 59 airports across Brazil;
  • The action seeks to raise awareness, prevent, and guide civil aviation workers and passengers on how to act in cases of harassment and violence;
  • Joint effort reinforces the institutional commitment to the defense of human rights.

During the month dedicated to raising awareness and combating violence against women, Salvador Bahia Airport, part of the VINCI Airports network, is taking part in a groundbreaking national campaign against harassment and sexual misconduct in civil aviation. Under the slogan “Harassment Doesn’t Take Off”, the initiative is coordinated by ABR (Airports of Brazil), in partnership with the 13 airport concessionaires that manage 59 federal airports across the country.

Educational in nature, the campaign aims to promote safer, more respectful, and inclusive environments within civil aviation. It is part of a public policy led by the Ministry of Ports and Airports (MPor) and the National Civil Aviation Agency (ANAC), with a focus on raising awareness, preventing incidents, and guiding both aviation workers and passengers on how to respond to situations of harassment and sexual violence. The campaign also reinforces the institutional commitment to human rights and to combating all forms of discrimination and violence.

The campaign unfolds nationwide with coordinated actions in airports across Brazil, structured around three main pillars: institutional campaigns on social media and official airport channels; internal awareness, training, and communication actions with the airport community workforce; and the display of campaign materials within airport facilities and media outlets.

“Salvador Bahia Airport is a place of encounters and connections — and this space must above all be safe and respectful for everyone. As part of the VINCI Airports network, we have a firm commitment to human rights, both in our internal environment and in serving the thousands of passengers who pass through our terminal. We rely on structural tools such as our Human Rights Protection Code and confidential reporting channels, which reinforce our responsible and transparent approach. By joining the ‘Harassment Doesn’t Take Off’ campaign, we reaffirm our engagement in educational and awareness-raising initiatives with the airport community. This is a cause that deeply mobilizes us,” said Daniela Franco, Communication Manager at Salvador Bahia Airport.

In addition to on-site and digital actions, a dedicated landing page will be made available on the official website of the Ministry of Ports and Airports, offering campaign materials, explanatory videos, information, and supporting content for awareness efforts.

“Our sector connects people, cultures, and opportunities. It is essential that these environments are also spaces of respect and safety. The joint participation of airports in this campaign demonstrates our collective commitment to human dignity, especially for women, who still face unequal challenges. We are committed to driving real and lasting cultural transformation,” said Fábio Rogério Carvalho, President of ABR.

Guide to Combating Harassment in Civil Aviation

As part of the campaign, the Ministry of Ports and Airports (MPor) and ANAC, in partnership with airport concessionaires and civil society representatives, launched the Guide to Combating Harassment and Sexual Misconduct in Civil Aviation. This essential tool provides guidance and education for industry professionals and passengers. It addresses a critical challenge, as harassment and sexual misconduct still pose significant barriers to building safer and more respectful environments for both airport communities and travelers.

The document provides clear definitions of harassment, examples of unacceptable conduct, distinctions between hierarchical (vertical) and peer-to-peer (horizontal) harassment, and recommendations for companies — including training programs, awareness campaigns, and reporting channels. It also offers guidance for victims, witnesses, and managers, with examples of common situations in airports and aircraft. In addition, it outlines prevention measures, reporting mechanisms, and support strategies for victims, stressing the role of everyone in building a culture of respect and equality.

The guide is based on the Brazilian Penal Code and Laws No. 14,457/2022 and No. 14,540/2023, and reinforces the importance of fostering a culture of reporting through safe, accessible channels that protect against retaliation.
